After UGC  scale  was imposed, the salary of college professors, associate professors go sky high. The stipulated holidays in  colleges  are more than 3 months and besides the colleges’ work  come to a  standstill  position  due  to strikes  uncalled  for. So in all practical purpose the teachers of colleges are not hard-pressed due to over -work. They enjoy a tension - free life  and not  worried about the financial  aspect. But some teachers prefer to  earn  more  money unscrupulously by  going  for  private  tuition  and  coaching  to  students  thus  generally  avoid  the  routine  duty  of  conducting  classes  in  colleges  and  the  quality  of  education  diminished  in  this  process

Now  the  government  is  going  to take  stern  attitude  towards  these  teachers  who  behave  like  sharks  for  more  money  that’s  too  in  an  unethical  manner. There  is  circular  issued from  Directorate of  Higher Education, Orissa  to  all  Principals  of  colleges  to  put  an  end  to  this  mala fide  practice  of  tuition  and  coaching  by  the  teachers. The  main  clause  of  the  circular  states that  starting  from the academic session of the year the teachers have to give undertaking that they should not be indulged in private tuition  and  coaching .

And the Principals  will give clearance  for  disbursement  of  staff’s  salary  after  scrutinizing  their  undertaking  and  this  system  will  be  effective  from  the  month  of  September. Those teachers  who  will  not  submit  the  undertaking then  the  principal  will  not  recommend for their  salary  payment. The  Principals  will  certify  that  the circular which  has  been  imposed  is  carried  out  effectively .

Bimal Prasad Nanda Director of Higher Education Board says that those teachers who are still adopting this tuition and coaching practices in spite of realizing that they are violating government’s order then government will take stiff  action against them. In the year 2003 & 2005  this  practice was imposed yet there was no positive response to this move and the  atmosphere in the campus was not free from this tuition virus. The  teachers neglecting their duty of teaching in colleges and are busy in private coaching centers and earning handsomely  but it is being reflected on students academics .

There  are  many  complaints  against  these  teachers  as  such  the  government  is  determined  to  take  action  against  the  money minded  teachers. They have to stay in the  institutions for at least five working hours and all working days of  the  week. Their residence  should  be  within  8  kilometers  of  the  institutions. Retired  Prof. P.K.Tripathy says  that  the  decision  of  government  is  most  welcome  but  it  is  to  be  seen  that  how  the  teaching  faculty  is   following  it .
