Your cover story, “Valley of despair” (TSI, Sept 6-12) focussed on some of the key elements of the Kashmir conflict. The government is yet to identify the root cause of the issue and need to admit that there is a problem. The consistent failure to recognise the issues which Kashmiris continue to face would invite skirmishes of similar nature in the future. The success of the local administration would be to win the confidence of the civilians rather than troubling them. I strongly feel that the troops should be trained separately to handle the situation in Kashmir unlike any other disputes.
