The editorial, “It is time that our government at the Centre…” (TSI, Sep13-19) was well documented and highly convincing. What is of utmost importance for any welfare scheme to succeed is to ensure that the benefit goes to the right person at the right time. If this does not happen, the very purpose of the scheme is defeated. The onus of effective execution and implementation of any national scheme lies at every step from top to bottom till it reaches the right hands. Further, it is most unfortunate that the states cannot handle the outbreak of malaria and dengue. Here, the main problem is that no state is ever prepared for any eventuality, nor does it try to learn from the past experience. Even in respect of food security, the entire matter is mishandled. As rightly stated by Arindam Chaudhuri, the state delivery mechanisms are so weak and porous that huge amounts of grains find their way to the black market or rot in big godowns.
