The budget session of Assam Assembly has started from Monday with Governor J B Patnaik delivering a interesting speech. Like in the first day, the Opposition the Asom Gana Parishad (AGP) and the All India United Democratic Front (AIUDF) disrupted the proceedings in the second day also.

In his speech, Patnaik said that the law-andorder situation of the state has been improving as a number of militant outfits have been coming forward for talks. The Governor also said that the Assam Government has formed a committee to examine and recommend ways for preventing infiltration through the unprotected riverine areas in Assam-Bangladesh border. The Governor stated that the state government would take necessary action to get voting rights of ‘D’ voters of Assam who are ‘doubtful’ citizens of India.

The AIUDF, opposing the point, said that the state government is playing a double standard in case of ‘Bangladeshi’ issue as it told to the court in an affidavit that the state has lakhs of Bangladeshis. On the other hand, the AGP alleged that the Governor’s speech was full of contradiction. Both the opposition parties registered strong protest and due to noisy scene, the Governor could not continue but to finish his speech by reading only the last line of his written speech.

Later former chief minister and AGP leader Prafulla Kumar Mahanta said that the State Government had deducted funds from various heads of state finance and showed it as savings. “It is not a good practice”, he added. Assam Chief Minister Tarun Gogoi alleged that the Opposition had shown irresponsible behavour as they did not listen to the Governor’s speech to find out what ‘bear or tiger’ was inside it.
