The government is planning a Direct To Home (DTH) scheme to ensure that funds from welfare schemes reach intended beneficiaries. The scheme has been initiated in Andhra Pradesh and Rural Development Minister Jairam Ramesh hopes that it will usher a fundamental reform of the welfare delivery system by making use of banks and post offices.As a start; pensions, maternity benefits, scholarships and wages will be transferred. Jharkhand will be the second state to opt for the scheme. The lack of groundwork has already hit the other star scheme—the Direct Benefit Transfer- which was supposed to remedy the delivery deficit. Moreover the Congress hoping to reap electoral benefits from its implementation performed poorly in the recent state elections with the party losing 137 of the 154 seats which fell in areas where it was being implemented. With elections approaching, it is amajor worry.
