Fugitives flock Canada  Canada is the favourite destination for fugitives from Punjab to take shelter, followed by the United States. United Kingdom occupies the third position in giving shelter to the criminals from Punjab, going by the official records of the Punjab police.

In the category of terrorists, over a period of time, 28-Red Corner Notices (RCN) have been issued by the Interpol at the instance of Punjab police but till date none has been executed by the Interpol member countries. Repeated reminders sent by the Punjab police through CBI’s Interpol wing have fallen on deaf ears. RCNs are pending against dreaded ‘Khalistani terrorists’ like Paramjit Singh Panjwar, Wadhawa Singh, Mehal Singh, Satnam Singh Satta, Harjinder Singh Kala, Sukhwinder Singh Penta and Ranjit Singh Neeta besides others. At least 28-terrorists from Punjab are learnt to be hiding in Canada, USA and Pakistan.

Total strength of offenders goes up to 470

The police claim that the terrorists continue to harness cadres from Indian community settled abroad, to at least theoretically continue with their violent agenda. RCN is circulated all over the world by the Paris based Interpol headquarters after the member country furnishes a non-bailable-arrest-warrant issued by the court against the fugitive. Related concrete evidence collected by the local police is also required to be placed before the Interpol experts in Paris for perusal. Issuance of RCN implies that the Interpol admits ‘prima facie’ existence of credible criminal evidence against the absconder.

According to sources Canada is sheltering 175 proclaimed offenders from Punjab, USA is home to143 and UK is sheltering 126 fugitives. Taking into account other countries like Italy, Germany, the Netherlands and Belgium, the total strength of proclaimed offenders and absconders goes up to 470.
